You can’t make or receive video calls from WhatsApp Web.

You can use WhatsApp video calling on WhatsApp for Windows or WhatsApp for Mac. However, if you're already using the app on Mac or Windows and still continue running into issues, try to force quit WhatsApp and open it again.
